Why Engine Size Drives Everything
Ghana's Import Duty rate isn't fixed — it's tiered by engine capacity through the ECOWAS Common External Tariff (CET). Cross from one band into the next and your base duty rate doubles, which then compounds through VAT, NHIL and GETFund.
Three engine bands matter most for vehicles people import to Ghana:

"Effective total duty" is what actually lands on your bill once Import Duty, VAT (15%), NHIL (2.5%), GETFund (2.5%), Examination (1%), Processing (1%), EXIM (0.75%), ECOWAS (0.5%) and AU (0.2%) are all stacked. The percentages compound — VAT applies to CIF + Import Duty + NHIL + GETFund, not just CIF.
1500cc and Below — The Cheapest Tier to Clear
Small engines pay the lowest Import Duty band, which cascades through every other levy. This is why people on tight budgets often pick a Honda Fit, Toyota Vitz or base Corolla.
Worked example — 2019 Toyota Corolla 1.5L, $9,000 CIF
Engine: 1500cc → Import Duty band: 10%. Age: 7 years → no overage penalty. CIF in cedis at GHS 14/USD: GHS 126,000.

That's about 36% of CIF. Add ~GHS 1,000 for a clearing agent and another GHS 500 for port handling — you're at GHS 47,000 to clear a $9,000 Corolla. All-in landed cost (purchase + shipping + insurance + duty + agent + handling) is around GHS 175,000.
1500–2000cc — The Sweet Spot
This band stays at 10% Import Duty but supports more car. Most Camry, Accord and RAV4 trims sold in West Africa fall here. Watch the engine size carefully though — a 2.0L Camry is in this band but a 2.5L Camry just barely tips into the next band.
Worked example — 2018 Toyota RAV4 2.0L, $11,000 CIF
Engine: 2000cc → still 10% Import Duty band. Age: 8 years → no overage. CIF: GHS 154,000.

About 36% of CIF — same effective rate as the Corolla, just on a bigger base. That's the punchline of the 10% band: you can buy more car without changing your duty percentage, but you're still paying more cedis because the base went up.
2000–3000cc — Where the Cost Doubles
Cross 2000cc by even a hair and the Import Duty rate jumps from 10% to 20%. This single change adds about 14 percentage points to your total duty bill. A 2.5L Camry costs roughly GHS 18,000 more in duty than a 2.0L Camry on the same CIF.
Worked example — 2019 Toyota Camry 2.5L, $12,000 CIF
Engine: 2500cc → 20% Import Duty band. Age: 7 years → no overage. CIF: GHS 168,000.

48% of CIF. That's why an "almost identical" 2.5L Camry costs you GHS 25,000+ more than a 2.0L Camry on similar CIF — the 10-percentage-point jump in Import Duty cascades through VAT, NHIL and GETFund.
Decision point: if you're choosing between a 2.0L and a 2.5L version of the same car, you're paying roughly GHS 25,000 extra in duty for the bigger engine. That's before you factor in higher fuel costs over the life of the car.
3000cc+ — Big SUVs and V6 Sedans
Same Import Duty band as 2.0–3.0L (20%), but typically much higher CIF values. A V6 Highlander, Lexus RX, or Range Rover routinely clears at $20,000+ CIF, which means the absolute cedi amount is brutal.
Worked example — 2017 Toyota Highlander 3.5L V6, $18,000 CIF
Engine: 3500cc → 20% Import Duty. Age: 9 years → still no overage (just under the 10-year line). CIF: GHS 252,000.

~48% of CIF, just like the Camry — but on a bigger CIF, so the cedi amount is GHS 122,000. Your all-in landed cost on this Highlander pushes GHS 380,000+.
Pickup Trucks — Slightly Different
Pickups (Ford Ranger, Toyota Hilux, Mitsubishi L200) are categorized as commercial vehicles and often attract a different Import Duty band — typically 5% on the truck's CIF rather than the passenger-car bands. The effective total duty for a pickup is usually 20–25% of CIF, materially lower than a comparable SUV. That's why Hilux and Ranger remain the most cost-effective imports for trade and business use.
Electric and Hybrid Vehicles
EVs and most hybrids fall outside the standard ECOWAS bands and benefit from reduced or zero Import Duty. The other levies (VAT, NHIL, GETFund, EXIM, etc) still apply, but on a smaller base. Effective total duty on an EV typically lands at 20–25% of CIF instead of 32–50%. With Ghana's slow rollout of EV infrastructure and incentives, this gap will likely widen, not narrow.
What Adds On Top — Don't Forget These
The duty calculation gives you the GRA bill. The actual money leaving your account at the port is more:
- Clearing agent fees — GHS 800–1,500 for a standard sedan, more for SUVs or anything contested
- Port handling fees — typically GHS 400–800
- Terminal storage — free for the first 7–14 days, then daily charges that can exceed GHS 200/day
- Inland transport from port to your city — GHS 800 to Accra, more if you're in Kumasi or further north
- Roadworthy inspection + DVLA registration — GHS 400–800
- Insurance — required before you can register, typically GHS 1,000+ for comprehensive
Add roughly GHS 4,000–6,000 beyond the GRA duty for everything to actually drive home.
